Perancangan Enterprise Architecture Untuk Sistem Terintegrasi Pada Bidang Sumber Daya Manusia Perum Perhutani Menggunakan Metode Togaf Adm

Abstract

Abstrak Perum Perhutani merupakan salah satu Badan Usaha Milik Negara (BUMN) yang memiliki tujuan sebagai perusahaan pengelolaan hutan terkemuka di dunia dan bermanfaat bagi masyarakat. Perum Perhutani mengoptimalkan bisnisnya dengan mengacu pada prinsip Good Corporate Governance (GCG). Implementasi GCG ini berlaku diseluruh aspek organisasi yang ada termasuk Teknologi Informasi (TI). Pengimplementasian ini juga sebagai upaya penyelarasan visi, proses bisnis, serta teknologi. Bagi Perum Perhutani salah satu asset penting dalam perusahaan adalah Sumber Daya Manusia (SDM). SDM memegang peranan penting dalam setiap proses bisnisnya. Dari aktivitas yang ada dalam fungsi SDM, beberapa sudah dibantu dengan penggunaan TI seperti pada aktivitas pengelolaan karyawan yang menggunakan aplikasi berbasis web. Tetapi masih ada beberapa aktivitas yang masih belum menggunakan TI untuk mempermudah kegiatan tersebut seperti dalam hal rekruitasi dan absensi. Keduanya masih menggunakan proses yang manual. Berdasarkan ketetapan BUMN PER-03/MBU/2018 bahwa kebijakan pengelolaan SDTI merupakan bagian dari kebijakan pengelolaan SDM BUMN secara umum, salah satunya rekruitasi. Oleh karena itu dibutuhkan pengelolaan TI untuk menunjang kegiatan rekruitasi. Dalam membantu perancangan dan penggunaan TI dalam aktivitas tersebut dapat dilakukan perancangan enterprise architecture. Perancangan enterprise architecture pada penelitian ini menggunakan framework TOGAF ADM sebagai metode perancangannya. Metode TOGAF ADM terdiri atas beberapa fase perancangan seperti preliminary phase, architecture vision, business architecture, information system architecture, technology architecture, opportunities and solution dan migration planning. Hasil dari penelitian ini yaitu rancangan blueprint arsitektur perusahaan dan IT roadmap yang akan digunakan perusahaan ini sebagai acuan dalam penerapan dan pengembangan teknologi informasi didalam fungsi SDM pada Perum Perhutani kedepannya. Perum Perhutani optimizes its business by referring to the principles of Good Corporate Governance (GCG). The implementation of GCG applies throughout all aspects of the organization including Information Technology (IT). This implementation is also an effort to align vision, business processes and technology. For Perum Perhutani, one of the important assets in the company is Human Resources (HR). HR plays an important role in every business process. From the activities in the HR function, some activities have been assisted with the use of IT as in the management activities of employees using web-based applications. But there are still some activities that still do not use IT to facilitate such activities such as recruitment and attendance. Both are still using a manual process. Based on SOEs PER-03/MBU/2018 that the management policy of Technology Resources (TR) is part of the policy of management of SOEs in general, one of which is recruitment. Therefore, IT management is needed to support recruitment activities. In helping design and use IT in these activities can be done enterprise architecture design. The design of enterprise architecture in this study use TOGAF ADM framework as a design method. The TOGAF ADM method consists of several design phases such as preliminary phase, architecture vision, business architecture, information system architecture, technology architecture, opportunities and solutions and migration planning. The results of this study are the blueprint and IT roadmap that will be used by this company as a reference in the application and development of information technology in human resources at Perum Perhutani in the future Keywords: enterprise architecture, human resources, blueprint, IT roadmap
