Perancangan Tata Kelola Teknologi Informasi Sistem Pemerintahan Berbasis Elektronik Domain Apo Pada Cobit 5 (studi Kasus : Diskominfotik Kbb)

Abstract

Abstrak Dalam dunia teknologi informasi sekarang ini, setiap organisasi yang menggunakan teknologi harus menyesuaikan dengan kondisi dari keadaan teknologi yang sedang berkembang. Dengan sedang berjalannya sistem pemerintahan berbasis elektronik (SPBE) di Indonesia ini, salah satu daerah yang sedang mengimplementasikan SPBE ini adalah Kabupaten Bandung Barat. Berdasarkan hasil evaluasi yang dilakukan oleh Kementrian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (PANRB) menghasilkan nilai Indeks SPBE 2,61 untuk Kabupaten Bandung Barat. Hal itu menunjukkan bahwa kualitas penerapan SPBE di Kabupaten Bandung Barat masih dibawah nilai target yang seharusnya dicapai, yaitu 3. Dengan melakukan perancangan tata kelola TI pada Dinas Komunikasi, Informatika dan Statistik Kabupaten Bandung Barat menggunakan framework COBIT 5 ini diharapkan dapat meningkatkan nilai indeks SPBE Kabupaten Bandung Barat dari segi tata kelola TI. Ada beberapa tahapan yang digunakan dalam perancangan, yaitu penilaian compliance terhadap regulasi yang digunakan, penyelarasan strategis, dan penilaian risiko untuk menentukan proses prioritas COBIT 5 domain APO yang akan digunakan. Dari penelitian yang dilakukan ini menghasilkan 3 aspek rekomendasi yaitu people, process dan technology. Hasil pada aspek people berupa rekomendasi perancangan tugas dan kompetensi pada struktur organisasi, kemudian hasil pada aspek process berupa kebijakan dan SOP, dan untuk hasil aspek technology berupa aplikasi perangkat lunak. Dari ketiga rekomendasi itu akan meningkatkan kualitas bisnis di Diskominfotik KBB Kata kunci: Teknologi Informasi (TI), Tata Kelola, COBIT 5, APO, SPBE Abstract In today's world of information technology, every organization that uses technology should adapt to the conditions of the emerging technological state. With the ongoing system of electronic-based government (SPBE) in Indonesia, one of the areas that are implementing SPBE is West Bandung regency. Based on the results of the evaluation conducted by the Ministry of Reform of state apparatus and bureaucratic reforms (PANRB) resulted in the value of the SPBE 2.61 index for West Bandung regency. Several phases are used in the design, namely, the compliance assessment of the regulations used, strategic alignment, and risk assessment to determine the process of prioritizing COBIT 5 the APO domain to be used. From this research, there are 3 aspects of recommendations, namely people, process and technology. The results in the aspects of people are recommendations for the design of tasks and competencies in the organizational structure, then the results in the process aspect are in the form of policies and SOP, and for the results of the technology aspects in the form of software applications.
