Perancangan Tata Kelola Teknologi Informasi Sistem Pemerintahan Berbasis Elektronik Domain Bai Pada Cobit 5 Studi Kasus : Diskominfotik Kbb

Abstract

Abstrak Dinas Komunikasi, Informatika dan Statistik Kabupaten Bandung Barat merupakan instansi pemerintahan yang bergerak di bidang komunikasi, informatika dan statistik yang menggunakan Sistem Pemerintahan Berbasis Elektronik (SPBE). Berdasarkan hasil penilaian evaluasi Kementerian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (PANRB) terhadap Kabupaten Bandung Barat menghasilkan nilai Indeks SPBE yang rendah. Sehingga di perlukan perancangan Tata Kelola TI pada Dinas komunikasi, Informartika dan Statistik yang dapat meningkatkan nilai Indeks SPBE menggunakan kerangka kerja COBIT 5 pada domain Build, Acquire and Implement (BAI) agar dapat meningkatkan nilai Indeks SPBE. Hasil penelitian ini adalah rekomendasi perancangan people, process dan technology. Usulan pada perancangan people dengan mengunakan domain BAI adalah penambahan tiga personel pada Seksi Layanan e-Governmant, selain penambahan personel juga ada penambahan diskripsi dan kompetensi yang dapat dimiliki personel sesuai dengan tugas jabatan dan bidangnya. Pada usulan perancangan process terdapat empat rekomendasi Kebijakan dan SOP (Standard Operating Procedure) dan pada usulan terakhir pada perancangan technology terdapat lima rekomendasi dan satu langkah penggunaan atau IK yang dapat mendukung tercapainya penerapan Tata Kelola SPBE TI. Kata Kunci : Tata Kelola TI, SPBE, COBIT 5, BAI Abstract The Office of Communication, Information and Statistics of West Bandung Regency is a government institution engaged in communication, informatics and statistics that uses an Electronic-Based Government System (SPBE). Based on the evaluation results of the Ministry of Administrative Reform and Bureaucratic Reform (PANRB) on West Bandung District, the SPBE Index scores were low. It requires an IT Governance design in the Office of Communication, Informatics and Statistics that can increase the value of SPBE using COBIT work on domain 5 on the Build, Obtain and Implement (BAI) domain in order to increase the SPBE Index value. The results of this study are a discussion of the design of people, processes and technology. Use in the design of people using the BAI domain is the agreement of three people in the e-Governmant Service Section, in addition to personnel approval there is also support for descriptions and competencies that personnel can support in accordance with the design tasks and fields. In the design process related to the discussion of the Policy and SOP (Standard Operating Procedure) and at the time of the final approval on the design of technology related to five recommendations and one step of use or IK that can support the achievement of the implementation of SPBE IT Governance.
