Perancangan Schedule Baseline Beserta Pengukuran Kinerja Menggunakan Evm (Earned Value Managementt) Pada Proyek E-Learning Universitas X

Abstract

Abstrak Proyek e-Learning merupakan proyek dari Universiras X yang bertujuan untuk menunjang kegiatan belajar mengajar. E-learning sendiri merupakan proyek yang terbilang baru di Universitas X. Belum adanya pengalaman terkait proyek serupa membuat kemungkinan gagal semakin besar. Proyek e-Learning harusnya mulai berjalan pada bulan April 2018, namun pada kenyataannya proyek e-Learning baru berjalan di bulan Oktober 2018. Padahal untuk fase 1 sampai fase 4 yang ditargetkan selesai pada Januari 2020. Berdasarkan pengumpulan data, Proyek e-Learning ini tidak memiliki panduan proyek sebagai acuan pengerjaan proyek. Untuk meminimalisir keterlambatan proyek, maka dilakukan perancangan schedule baseline dengan menggunakan CPM (Critical Path Method) untuk menghitung total durasi proyek beserta aktivitas apa saja yang termasuk kegiatan kritis. Ketika proyek berjalan dilakukanlah proses monitoring and controlling untuk memantau performansi dari proyek tersebut. Monitoring and controlling dilakukan dengan membandingkan kegiatan proyek aktual terhadap schedule baseline dengan menggunakan pendekatan EVM (Earned Value Management). Berdasarkan hasil penelitian pada minggu ke 26 didapatkan SV sebesar -2.857.927.835 dan SPI sebesar 0,52 mengindikasikan proyek terlambat senilai Rp 2.857.927.835 dan performansi proyek sebesar 52% dari yang direncanakan. Berdasarkan hasil perhitungan juga didapatkan penambahan waktu pelaksanaan selama 62 minggu sehingga waktu penyelesaian menjadi 129 minggu.

Abstract E-Learning Project is a project from X University which is intended to support teaching and learning activities. E-learning is a new project in X University. There is no experience regarding similar project which can cause the failure possibility greater. The e-Learning project should start in April 2018, but in the implementation it starts in October 2018. Even though for phase 1 until phase 4, will be completed in January 2020. Based on the data, e-Learning Project does not have any project guide as the guide to do this project. In order to minimize project delays, the baseline schedule is carried out by using a CPM (Critical Path Method) to calculate the total duration of the project related to any activities that include critical activities. When running the project. a monitoring and controllimg process is carried out to see the performance of the project. Monitoring and controlling is done by comparing actual project activities to the baseline schedule using approaching Earned Value Management (EVM). Based on the results of the research in the 26th week, SV was obtained at -2,857,927,835 and SPI of 0.52 project proposals received Rp.2,857,927,835 and project performance was 52% of those which supported. the calculation, it also obtained an implementation time of 62 weeks so that the completion time was 129 weeks.
