Analisis Dan Perancangan Enterprise Architecture Sistem Pemerintahan Berbasis Elektronik Pada Bidang Perumahan Menggunakan Togaf Adm 9.1 (studi Kasus: Dinas Perumahan Dan Permukiman Provinsi Jawa Barat)

Abstract

Abstrak Dinas Perumahan dan Permukiman Provinsi Jawa Barat adalah salah satu OPD Provinsi Jawa Barat yang mempunyai salah satu tugas melaksanakan urusan pemerintahan daerah di bidang Perumahan. Bidang Perumahan menjadi salah satu faktor penggerak pada DISPERKIM Provinsi Jawa Barat untuk melaksanakan pembangunan sektor perumahan dan permukiman. Selama ini pelaksanaan pembangunan di sektor perumahan Jawa Barat telah diselenggarakan melalui berbagai macam program serta pelayanan yang memberi dampak positif bagi masyarakat. Tetapi, dalam penyelenggaraannya dan hasil yang diharapkan masih belum optimal dalam memberikan pelayanan yang merata kepada masyarakat, penulis mengusulkan penggunaan sistem yang terintegrasi antara teknologi dan layanan bisnis yang tersedia melalui penerapan Sistem Pemerintahan Berbasis Elektronik (SPBE) atau e-government. Dilihat dari tingkatan SPBE pada saat ini, DISPERKIM dirasa belum optimal dalam menjawab semua kebutuhan pencapainya tujuan organisasi. Untuk perancangan SPBE dalam penelitian ini penulis menggunakan metode Enterprise Architecture (EA) sebagai kerangka dasar solusi bisnis untuk menyelesaikan masalah dalam mengoptimalkan penggunaan TI yang dimiliki. Penelitian ini menggunakan kerangka kerja TOGAF ADM dari fase Preliminary Phase Architecture Vision, Business Architecture, Information System Architecture, dan Technology architecture. Dari semua fase tersebut akan dihasilkan blueprint perancangan Enterprise Architecture yang memuat bisnis, data, aplikasi dan teknologi organisasi pada Bidang Perumahan. The housing sector is one of the driving factors in DISPERKIM West Java Province to carry out the development of the housing and settlement sector. So far, the implementation of development in the West Java housing sector has been carried out through various programs and services that have a positive impact on society. However, in its implementation and the expected results are still not optimal in providing services evenly to the community, the authors propose the use of an integrated system of technology and business services available through the implementation of ElectronicBased Government System e-government. Judging from the current level of SPBE, DISPERKIM is considered not optimal in answering all the needs of achieving organizational goals. For the design of SPBE in this study the authors use the Enterprise Architecture (EA) method as a basic framework of business solutions to solve problems in optimizing the use of IT. This study uses the TOGAF ADM framework from the Preliminary Phase Architecture Vision, Business Architecture, Information System Architecture, and Technology architecture. From all these phases, an Enterprise Architecture design blueprint will be produced that includes business, data, applications and organizational technology in the Housing Sector.
