Perancangan Enterprise Architecture Sistem Pemerintahan Berbasis Elektronik Pada Bidang Pertanahan Menggunakan Togaf Adm (studi Kasus: Dinas Perumahan Dan Permukiman Provinsi Jawa Barat)

Abstract

Abstrak Teknologi informasi dan komunikasi (TIK) merupakan aset yang sangat penting dan berguna dalam kemajuan sebuah organisasi. Pada sektor pemerintahan, pemerintah melakukan inovasi dalam pembangunan di setiap layanan melalui penerapan Sistem Pemerintahan Berbasis Elektronik (SPBE). Implementasi SPBE pada daerah Provinsi Jawa Barat memiliki tingkat kematangan yang sudah memenuhi target untuk menjadi Provinsi dengan predikat baik. Namun, Dinas Perumahan dan Permukiman Provinsi Jawa Barat yang telah mengimplementasi SPBE pada operasionalnya belum terlaksana dengan optimal sehingga menimbulkan kesenjangan untuk mencapai tujuan dan kebutuhan organisasi. Dengan permasalahan terebut, tujuan dari penelitian ini adalah melakukan perancangan Enterprise Architecture (EA) sebagai dasar dalam optimasi implementasi SPBE dengan menggunakan kerangka kerja TOGAF ADM. Fokus utama dari perancangan berupa pengembangan arsitektur aplikasi dan teknologi untuk penunjang kegiatan bisnis yang berada pada Bidang Pertanahan Dinas Perumahan dan Permukiman Provinsi Jawa Barat. Hasil akhir dari penelitian ini berupa rancangan cetak biru EA SPBE yang memuat solusi dari permasalahan sehingga menghilangkan kesenjangan dan juga mempermudah pencapaian tujuan strategis yang telah di tetapkan pada Bidang Pertanahan Dinas Perumahan dan Permukiman. Abstract Information and communication technology (ICT) are a crucial and useful asset in the progress of an organization. In the government sector innovates in development in every service through the implementation of the Design of Electronic Based Government System (E-Gov). The implementation of E-Gov in West Java Province has a level of maturity that already fulfilled the target to become a Province with a good predicate. However, the Department Public Housing and Settlement Areas of West Java Province that has implemented E-Gov on their operations has not been implemented optimally so that it creates gaps to achieve the goals and needs of the organization. With these problems, the purpose of this research is to design Enterprise Architecture (EA) as a basis for optimizing the implementation of E-Gov using the TOGAF ADM framework. The focus of the design is the development of application and technology architecture to support business activities in the Land Sector of the Department Public Housing and Settlement Areas of West Java Province. The final results of this research is in the form of a blueprint EA E-GOV which contains the solution of the problem so as to eliminate gaps and also facilitate the achievement of strategic goals that have been set in Land Sector of the Department Public Housing and Settlement Areas of West Java Province Keywords: Enterprise Architecture, TOGAF ADM, E-Gov, Optimization, Blueprint.
