Perancangan Manajemen Risiko Proyek Pada Spbe Berdasarkan Permen Panrb Nomor 5 Tahun 2020: Studi Kasus Di Pemerintah Kota Bandung

Abstract

Abstrak Penerapan teknologi informasi kini menjadi kebutuhan yang sangat penting bagi seluruh organisasi dan perusahaan dalam meningkatkan efektivitas dan efisiensi kerja. Banyak organisasi yang tidak terlepas dari kerentanan dan risiko penerapan teknologi informasi tersebut. Semakin tinggi penerapan teknologi informasi, semakin tinggi pula risiko yang terjadi. Oleh karena itu diperlukan manajemen risiko agar dapat memudahkan perusahaan tak terkecuali instansi pemerintah dalam mencapai tujuan bisnis serta mengidentifikasi dan mengelola risiko tersebut. Pemerintah Kota Bandung merupakan salah satu instansi pemerintah yang menerapkan teknologi informasi pada sistem pemerintahannya. SPBE merupakan penyelenggaraan pemerintahan yang memanfaatkan teknologi informasi dan komunikasi untuk memberikan layanan kepada pengguna SPBE. Oleh karena itu Pemerintah Kota Bandung perlu menerapkan manajemen risiko agar mengurangi serta menangani risiko – risiko yang akan menghambat pencapaian tujuan organisasi terkait dengan pemanfaatan teknologi informasi. Penelitian ini menghasilkan perancangan manajemen risiko proyek pada SPBE berdasarkan Permen PANRB No. 5 Tahun 2020 serta referensi tambahan yaitu COBIT 5 for Risk yang mengidentifikasi risiko dengan pendekatan skenario risiko yang ada di dalamnya baik untuk risiko positif maupun negatif, dan ISO 31000 sebagai acuan tahapan dari perancangan manajemen risiko menurut Permen PANRB No. 5 Tahun 2020. Penelitian ini berhasil mengidentifikasi 9 risiko rendah, 8 risiko sedang, dan 4 risiko tinggi. Seluruh risiko ini dievaluasi sehingga menghasilkan perancangan rekomendasi solusi dari aspek personil yaitu penambahan deskripsi kerja dan kompetensi SDM, aspek proses yaitu berupa penyusunan kebijakan Pengelolaan Aset, Pengelolaan Portofolio TIK, Manajemen Risiko dan Proses Bisnis Terintegrasi, SOP Pengembangan SDM, dan Instruksi Kerja Pengelolaan Aset dan aspek teknologi yaitu tools Manage Asset, Manage Human Resource, dan Manage Portfolio. Abstract The development of information technology is now greatly affecting human life, and is becoming a very important requirement for all organizations and companies in improving work effectiveness and efficiency. In addition to the rapid development of information technology, there are still many companies or organizations that are inseparable from the vulnerabilities and risks of implementing such information technology. The higher the application of information technology in a company, the higher the threats and risks that occur. Therefore we need information technology risk management that aims to facilitate the company in achieving business goals, identify, reduce, manage threats and risks and protect information technology in the company. Bandung City Government is one of the government agencies that is implementing information technology in its government system. SPBE is a government organization that utilizes information and communication technology to provide services to SPBE users. With the development of SPBE by the Bandung City Government, it is necessary to implement information technology risk management in order to reduce IT risks that might hamper the achievement of organizational goals related to the use of IT itself. This research resulted in the design of project risk management in SPBE based on Permen PANRB No. 5 Tahun 2020 as well as an additional reference, COBIT 5 for Risk, which identifies risks with the risk scenario approach in which both positive and negative risks, and also ISO 31000 as a reference stage for the design of risk management according to Permen PANRB No. 5 Tahun 2020. This research produced nine low risks, eight moderate risks, and four high risks. All of these risks will be evaluated so as to produce a recommendation design solution from the personnel aspect, namely the addition of work descriptions and addition of HR competencies, from process aspect, namely Asset Management policy, ICT Portfolio Management policy Risk Management policy, and Integrated Business Processes policy, SOP for HR Development, and Work Instructions from Asset Management and from the technological aspect, namely the Manage Asset, Manage Human Resource, and Manage Portfolio tools.
