Audit Tata Kelola Teknologi Informasi Menggunakan Framework Cobit 5 Dan Metode Analytical Hierarchy Process (studi Kasus : Dinas Komunikasi Dan Informatika Kota Tegal)

Abstract

Abstrak Dinas Komunikasi dan Informatika atau DISKOMINFO menjadi salah satu lembaga yang berada di pemerintahan yang mengelola Teknologi Informasi Dan Komunikasi (TIK), salah satunya yaitu DISKOMINFO Kota Tegal. DISKOMINFO Kota Tegal belum melakukan audit tata kelola teknologi informasi dan belum mengetahui level kapabilitas tata kelola teknologi informasi. Untuk melakukan audit, menilai dan mengetahui level kapabilitas tata kelola teknologi informasi yang sekarang sedang berjalan pada dinas tersebut, digunakan framework COBIT (Control Objectives for Information and related Technology) 5 sebagai acuan serta memberikan rekomendasi perbaikan agar mencapai target dari DISKOMINFO Kota Tegal. Penelitian ini diawali dengan pemetaan sasaran terhadap Enterprise Goal pada COBIT 5. Berdasarkan hasil audit terhadap 4 proses domain yang terpilih berdasarkan prioritas dengan menggunakan metode AHP yaitu EDM01 berada pada level 1, BAI01 berada pada level 0, EDM02 berada pada level 1, dan APO13 berada pada level 0 serta penelitian ini memberikan rekomendasi, kemudian rekomendasi tersebut dibuat prototype berupa dokumen dan aplikasi yang diperlukan untuk meningkatkan level yang menjadi target dari DISKOMINFO Kota Tegal.

Abstract The Communication and Information Office or DISKOMINFO has become one of the institutions in the government that manages Information and Communication Technology (ICT), one of which is Tegal City DISKOMINFO. DISKOMINFO Tegal City has not conducted an information technology governance audit and does not yet know the level of information technology governance capabilities. To conduct audits, assess and determine the level of information technology governance capabilities currently underway in the service, the COBIT (Control Objectives for Information and Related Technology) 5 framework is used as a reference and provides recommendations for improvements in order to achieve the targets of the Tegal City DISKOMINFO. This study begins with mapping the objectives of the Enterprise Goal at COBIT 5. Based on the audit results of 4 domain processes selected based on priority using the AHP method namely EDM01 at level 1, BAI01 at level 0, EDM02 at level 1, and APO13 at at level 0 and this research provides recommendations, then the prototype recommendations are made in the form of documents and applications needed to increase the target level of Tegal City DISKOMINFO.
