Perancangan Website Dinas Pariwisata Kabupaten Toba Samosir Menggunakan User Centered Requirements Engineering

Dalam rangka meningkatkan pengelolaan informasi dan pelayanan pada Dinas pariwisata Toba Samosir serta
meningkatkan promosi akan wisata Toba Samosir, sehingga dibutuhkan dukungan akan sarana informasi yang
mudah digunakan, dapat dipercaya, serta dapat diakses secara daring. Oleh karena itu akan dirancang sebuah
website sebagai media informasi yang menampilkan berbagai informasi tentang wisata yang terdapat pada
kabupaten Toba Samosir. Dalam perancangan website ini diperlukan metode Requirement Engineering untuk
memetakan kebutuhan informasi serta mengetahui apa saja yang menjadi kebutuhan user, tujuan, fungsi, dan
batasan-batasan pada system.Untuk itu penulis memilih metode User Centered Requirement Engineering karena
metode ini berfokus kepada tingkat kebutuhan user serta perangkingan pada requirement. Berdasarkan hasil
analisis requirement, ada 6 requirement dan 18 sub requirement yang diimplementasikan pada prototype. Lalu
prototype yang dibangun diukur kualitas nya menggunakan webqual 4.0, karena dimensi dari webqual 4.0 sejalan
dengan tujuan perancangan website Dinas Pariwisata Toba Samosir. Berdasarkan hasil pengujian, prototype ini
sudah memiliki kualitas baik, dengan nilai pengukuran usability sebesar 71.3%, information sebesar 74.1%, dan
interaction sebesar 72%.

Abstract
In order to improve the management of information and services at the Toba Samosir tourism office and increase
the promotion of Toba Samosir tourism, it is necessary to support information facilities that are easy to use,
trustworthy, and can be accessed in a bold manner. Therefore, we will design a website as an information medium
that displays various information about tourism in Toba Samosir district. In designing this website, Requirement
Engineering method is needed to map information needs and see what the user needs, objectives, functions, and
system limitations. For this reason, the authors choose the User Centered Requirements Engineering method
because this method is carried out at the level of user needs and ranking on needs. Based on the results of the
needs analysis, there are 6 needs and 18 sub needs which are implemented in the prototype. Then the quality built
prototype was measured using webqual 4.0, because the dimensions of webqual 4.0 were in line with the goal of
designing the website of the Toba Samosir Tourism Office. Based on the test results, this prototype already has
good quality, with a usability measurement value of 71.3%, information of 74.1%, and interaction of 72%.
