Analisis Konflik Penertiban PKL di Wilayah Universitas Telkom Menggunakan Graph Model for Conflict Resolution (GMCR)

Abstract

Abstrak Penertiban PKL merupakan masalah yang biasa dihadapi di daerah-daerah yang memiliki potensi pasar yang tinggi, seperti sekolah dan daerah perkuliahan seperti Universitas Telkom. PKL yang berjualan banyak menyita ruang-ruang publik, seperti di trotoar atau dibadan-badan jalan yang mengakibatkan kemacetan, kekumuhan dan ketidaknyamanan. Pada tanggal 10 Maret 2016, dilakukannya penertiban terhadap PKL-PKL yang berada di kawasan Universitas Telkom. Namun sayangnya, tidak lama kemudian PKL kembali berjualan yang berujung pada pengaduan oleh pihak Universitas Telkom kepada pihak berwajib. Pengaduan tersebut menimbulkan reaksi berupa aksi demonstrasi yang dilakukan oleh PKL dan pihak LSM. Tujuan dari penelitian ini adalah mengetahui players, opsi, kondisi konflik dan skenario terbaik yang dapat menangani masalah penertiban yang setelah ditelaah lebih lanjut melibatkan lebih banyak pihak, yaitu PKL, Pemerintah Kecamatan Dayeuhkolot, Universitas Telkom dan LSM. Pengumpuan data dilakukan dengan studi dokumetasi dan wawancara kepada seumlah narasumber. Teknik analisis data menggunakan metode Graph Model for Conflict Resolution (GMCR). Berdasarkan hasil analisis, diketahui bahwa solusi terbaik pada fase satu yaitu skenario dimana Pemerintah tidak perlu memberikan peringatan lunak, juga tidak melakukan peringatan keras berupa pembongkaran, PKL pindah, Universitas Telkom menyediakan area untuk relokasi, dan LSM tidak melakukan demo orasi. Kemudian, dari hasil analisis GMCR fase 2, skenario terbaik adalah kondisi dimana Universitas Telkom tidak perlu menggunakan jalur hukum dan diharapkan dapat menyediakan area untuk relokasi, PKL tidak kembali berjualan di pinggir jalan, serta LSM diharapkan tidak melakukan aksi demo orasi. Street vendors selling lots of public spaces, such as on sidewalks or street bodies that cause traffic jams, slums and discomfor. On March 10, 2016, carried out the curbing of street vendors in the area of Telkom University. But unfortunately, not long after the street vendors returned to selling, which led to complaints by the University of Telkom to the authorities. The complaint caused a reaction in the form of demonstrations conducted by street vendors and NGOs. The purpose of this research is to know the players, options, conflict conditions and the best scenario that can handle the problem of control which after further study involves more parties, namely PKL, Dayeuhkolot District Government, Telkom University and NGO. Data collection is done by documentary study and interview to a number of resource persons. Data analysis technique using Graph Model for Conflict Resolution (GMCR). Based on the analysis result, it is known that the best solution in phase one is scenario where the Government does not need to give soft warning, nor do hard warning in the form of demolition, PKL move, Telkom University provide area for relocation, and NGO do not do demo oration. Then, from the results of the Phase 2 GMCR analysis, the best scenario is the condition where Telkom University does not need to use legal channels and is expected to provide an area for relocation, street vendors do not return to street vendors, and NGOs are not expected to conduct demo action.
