Penerapan E-government Dalam Membangun Smart City Pada Kota Bandung Tahun 2018

Abstract

Abstrak Seiring gencarnya pembangunan infrastruktur di Indonesia, saat ini sejumlah pemerintah daerah berlomba-lomba dalam menerapkan konsep smart city di daerahnya. Konsep smart city ini merupakan perluasan dari program e-goverment yang mana memanfaatkan Teknologi Informasi & Komunikasi (TIK) dalam pelayanan publik. Kondisi infrastruktur dan sistem informasi yang diberikan oleh pemerintah Kota Bandung dapat dikatakan sudah maju. Kepedulian masyarakat Kota Bandung sendiri dalam perwujudan konsep smart city terbilang sangat tinggi, didukung dari bantuan komunitas-komunitas yang ada di Kota Bandung. Penelitian ini bertujuan untuk melihat bagaimana implementasi e- government di Kota Bandung serta perannya dalam membangun smart city di Kota Bandung. Penelitian ini dilakukan melalui pendekatan kualitatif dengan penyajian secara deskriptif. Teknik pengumpulan data yang digunakan adalah in-depth interview dengan menggunakan teknik purposive sampling sebagai penentuan sampel sumber data. Hasil penelitian menunjukkan bahwa penerapan e-government di Kota Bandung telah terpenuhi dilihat dari berbagai sistem dan layanan yang telah diimplementasikan. Butuh penelitian lebih lanjut mengenai aspek pendukung smart city lainnya sehingga Kota Bandung dapat dikatakan sebagai kota berkonsep smart city. Kata Kunci: Kota Bandung, E-government, Smart City, Analisis Miles dan Huberman Abstract Along with the incessant development of infrastructure in Indonesia, at a present number of regional governments competed in applying the smart city concept in their area. The smart city concept is an extension of the e-government program which utilizes Information and Communication Technology (ICT) in public services. The circumstances of infrastructure and information systems given by the Bandung City’s government could be said to have advanced. The concern of the people of Bandung City itself in the realization of the smart city concept is very high, supported by the cooperation of the communities in Bandung. This study aims to see how the implementation of e-government and its role in building smart city in Bandung. This research was conducted through a qualitative approach with descriptive presentation. Data collection methods on this research were used in-depth interview using purposive samplic technique as a source of data samples. According to the results, the implementation of e-government in Bandung was fulfilled in terms of various systems ans services that had beem implemented. It requires further research on other supporting aspects of smart city therefore Bandung could be a capital with smart city concept.
